At any rate
I was thinking that the maritime skill would help with getting about places. The first thing you can make is a raft, in which you will need 5 normal logs, thread, and a staff to row. As you row along the rivers, you might crash into rocks, and as you get higher levels you will not crash as often.
the crafts that you make will also differ in speed, for instance a raft will only move at the rate of 1 whereas a ship will move at the rate of 10, and steam rollers will move at the rate of 20. Where 20 is the maximum rate.
Pking is also involved in maritime skill, you will be able to sink peoples ships, but you can't retrieve their items.
Merchanting is also involved, you can make a ship and sell it for alot of money.
you can even store things on your ship if you want to be a merchant and sail everywhere to sell your goods, and dock somewhere and just have it be your home.
it will take a long time to make large ships, a maximum of 2 normal days(not runescape days), and you can hire npcs to make your ship, so you only have to wait 1 hour for completion.
sailing the ocean will be very risky as there are obstacles like storms and very large animals that can destroy your ship, and send you to lumbridge.
river sailing is the most risky as there are rocks that you need to move out of the way.
Cannon balls could also be used when in times of war, with the same way that you make cannon balls for Dwarve cannons.
Clans would also have a blast on ships, because the two ships could range and mage at eachother, furthermore you can be a pirate.
sailing the seas of runescape, and attacking merchant ships for a worthy plunder of goods.
You can be a captain and hold your own crew, with a series of warriors you can be a viking warship and ram into other people's ships.
what would it be like to use your slayer skill in a new quest based on Herman Mellvile's "Moby [bleep]"? that would be interesting wouldn't it???
you can also fish with the boat you just made, to make rise to whaling in Runescape.
Well for one thing Jagex would need to change the interface of the game furthermore than I thought before this can happen, but I have thought of a plan.
1. increase the AI, start out by creating advanced NPCs that can interpret certain behavior in Runescape.
2. After you have created an advanced AI, Persue the update, and keep it as a project.
3. use the AI system with the new skill, afterwards add it to the entire game.
I need more suggestions so keep it coming!!!

I hope you like my idea and am very eager to listen to people's opinions

first of all the carpentry, because much like PoH, this is a PoS (player owned ship)
second, you need more places where you can dock... liek sailing up the river towards lumbridge and varrock (or perhaps even as far as edgy), a dock somewhere up the river salve, maybe even inside shilo village and hemenster (yes, sailing towards the northern waters should be possible)
one could imagine new land south of karamja (way past sophanem's latitude), or even eastern lands...
With your maritime skill going up, new ports would open up, and new ships can be built, requiring higher levels of wood and nails...
the ship becoming available to you needs to be built fist before you can use it, and you could scrap your old ship for a third of its original resources... it could be possible to own more then 1 ship as well, having them stationed around the world...
with higher level ships, would you not only be able to travel to more ports, but also have less risk of running aground (faster travel isnt really an option, see gliders and current "maritime" stuff)
Some ports would also require a quest to be completed before they can be used (shilo f.e.)
You could only start this skill after you've finished some gnome quest involving the shipyard again
The only problem i see with this is that it makes the current ships sort of obsolete... altho one has to remember where you last docked with your ship (it isnt all of a sudden in another port)
and ofc, some alterations will have to be made to the world map, most notably the edges, so it makes sense that you sail around certain areas...
as for entrana: the monks wouldnt allow you to dock if you carry weapons...
