You see people walking around with their cb lvl - in my case 200 and then you see people walking around with their total level shown.. How do you alternate between the two?

right-click top-right corner of action bar, toggle combat stance.

Alternatively you can press the " * " key on top of your numpad

Specifically, when your weapon is sheathed you will display your total skill level and when your weapon is drawn your combat level is displayed.

Rakura, just one fair warning when you do: You might not be able to tell without equipping a weapon to show whether you're in combat mode or not.  Unfortunately, the display that shows your character's head/hp/level doesn't seem to want to change between combat level and skill total.  Being as it was doing that in the EoC Beta, it's weird that Jagex got rid of it for the live game.

Finally, when you are in combat, I believe it is always your combat level that is displayed.

Kind of a given when the conditions are sheathed weapons = skill total, unsheathed = combat lvl. Unless you some how hack the game to not bother getting your weapons out for combat.
