First of all I want to say hi to this I community I just joined and I'm glad I can be part of it.
Second I'm glad Jagex finally came to a right conclusion to give u old rs back in stead of the crap we have now.

I was banned permanently in 2010 and I would like to play old school on that same account.
Is this possible?
Is my ban an overal ban on just a ban on rs3?

If you have never played OSRS before (the new version, regardless of whether you were actually active in '07) your account starts off completely fresh, so unless you really want the username it's probably better to just make a new account.

"Night gathers, and now my watch begins. It shall not end until my death. I shall take no wife, hold no lands, father no children. I shall wear no crowns and win no glory. I shall live and die at my post. I am the sword in the darkness. I am the watcher on the walls. I am the shield that guards the realms of men. I pledge my life and honor to the Night's Watch, for this night and all the nights to come."

Yeah since the rules are identical across all 3 games they aren't treated separately in terms of punishment - the punishment is applied to your account and that account is the same whether you play rs3, osrs or rsc.
