What's up with bonus XP?

What's up with the bonus XP pool that you get from the chest and stuff? According to the RS wiki "Bonus xp is stored in your bonus xp pool until you have earned enough that it can double the xp that you earn."

So does this mean if I have 14k bonus xp, none of it will be used until I make 14k xp in that skill, and then it will be used all at once? Do I have to get 14k xp exactly, since the wiki says it won't use bonus xp if you make more than your bonus pool? 
I've been out of RS for a couple years (I come back every year or two and play for a bit) and I'm just trying to re-familiarize myself.

Say you are a member and you have 14k bonus fletching exp and making a Yew Shortbow yields 1k exp. If you make 14 Yew Shortbows, instead of getting 14k exp, you would get 28k exp. It essentially doubles the exp you would gain from skilling.

Bonus xp in a nut shell offers you double xp.

 

If you have 100 bonus xp stored and do something that gives 100xp it will give out 200xp - 100 regular xp and 100 bonus.

If you have 10 bonus xp stored and do something gives 100xp it'd give 110xp - 100 regular xp and 10 bonus.

If you have 200 bonus xp and do something that gives 100xp it will give 200xp - 100 regular and 100 bonus, with 100 bonus left to use later.
