Can you even do Barb Assault as a level 3 skiller?

So I've got silverhawk boots, as I'm sure all of RuneScape does now too, but my agility level isn't very high. I'm currently at lvl 24 agility, and I was wondering when would be the best time to start to use the boots? I know feathers are expensive, it's why I only have about 1k of them. Money isn't too much of an issue, but I also don't want to waste the feathers. So is there a certain level I should save the boots for? Like 50+? Or does it really matter?
