Yes it would work, you need about 3gps for every xp you want.
95-99 will cost you 13m
Your 80 range now, and you earn about 11gp for every xp (well i do at 99 range don't know about lower level). So for 80 - 95 you will earn 73m.
So you will still have like 60m left over if you do avainse to 95 then chin to 99 :

South of Varrock east bank. You cannot see him unless you saved him in the Summers End Quest. he buys 10k jewellery at a time max. (so put others in your bank if you have more than 10k)

Do you use a set of runes per each amulet?
You get xp per amulet and its runes per amulet not per inventory..
You use 2 astrals + mud staff = 1 amulet = 83xp
So you loose 2 astrals per 83xp :

You get around 130k experience per hour and loose around 3.7gp per xp
You can sell all gold type amulets to the rogue after summers end for minimum ge price
String Amulet does the whole inventory for 1 click.. so it's like cooking or fletching
New Goal: 99 Prayer , 99 Defence , 99 Hp
Bought gilded altar for my house and have level 93 banked (in coins though). Need to make about 30m more to buy the rest of my bones for 99.
99 Defence will train from slayer hopefully getting me to level 85 (76 atm), 99 hp will come along the way (94 atm)

Per real hour, or hour of game time?
I can make 90m per hour of game time merchanting
But if hour of real time, around 1m an hour seems to be the benchmark for best.

The recession can easily begin to impact upon Jagex. No company is entirely self sufficient. For example, due to share prices falling, the server hosting companies could be forced to rise their prices. Jagex suddenly has higher expenses, and needs to raise membership prices. Higher price of membership could potentially cause members to "leave" the game, further impacting cash flow. More members leave, even less money coming in, prices begin to rise again, or we lost servers, customer support personnel, updates, etc. We lose those things, even more players leave the game.

Like most companys, Jagex probably have money tied up in term deposits and shares of other companies.
Most likely, but this wouldn't affect their liquid cash for operations much.. They would take a hit on the balance sheet but i can't see this raising their membership prices

To replace it, they increase the prices of their goods and services. As these things become more expensive, most people need to sell off shares to cover expenses, and they are forced to sell at lower prices, which drives the market even lower. As superannuation companies and banks invest in shares & currency, people can lose their retirment funds, and have their loan interest rates shoot up, which then causes THEM to increase the prices for their goods and services.
Umm.. As far as i know Jagex isn't a public company. Therefore i don't understand what you mean by this? Maybe you are saying Jagex's investment in other companies have dropped?

American Government is already printing money to bail out companies over there. I don't see this crisis happening to someone like Jagex at all, not even in europe for the time being.

They are VERY dependant on other companies. What happens if their ISP goes under? Or their energy supplier? Or the server hosts? Or their insurance company? Or even the health care fund that supports their employees?Good Point Here. But what would make these companies go under exactly?
In struggling families, a computer and internet are not necessary unless they are used for work purposes. I'm not sure how much it costs over your part of the world, but If I drop my internet and computer here, it's enough of a saving to feed my family each month. It could easily be the difference between losing my house or not. (I've already lost my house, but thats beside the point)
I can't see mum & dad investors in Europe relying solely on an income from their investments. I also dont forsee any Banks toppling in the near future.
The companies location and it's owners don't matter. We WILL suffer from a domino effect because of the U.S recession, and it will affect everyone in one way or another.
Yes, it DOES matter. I'm Australian, even though we are being hit, it will be nowhere near the extent that america has been.
