I'd try "Add-Remove Programs" - "Windows Components" and remove MSPaint.

 

 

 

Then go through the same sequence and re-install it.

All the words are in English except when I go to File-> Open, save-as, etc. The top left corner (instead of saying open, save-as, etc.) is in korean or some other language.
