I understand what you're saying, but it will mainly discourage discussion other than for fights. Because of this I don't think it will be very viable.
what discussion beyond fighting between clans is going on tipit anyways? it's just common sense that if activity is down then consolidate - if activity is up then separate and organize
maybe not then the war forum but look into the others

when scapeboards were at it's prime back in 2002-2004 i think almost all war declarations and results were talked about on the main forum with all the other bs clan topics like #1 leader and all that generally used for spammers who need to raise post count :P
stating that cause it did work in the past
fighting is the heart of the clan community - maybe it'll bring back the spark to this forum

it was a lot of fun, good fight DF - first big fight in years as each of our 4 clans have dwindled considerably in size over the years

if there isn't too much activity in clan forum, then maybe look to combine some of the inactive forums into clan discussion
for example - all the people posting fights could just post it in this forum along with all the other random discussions
once you guys feel activity has improved in clan discussion with other topics then split into 2 forums again

Clan Jaguar has no level restriction either but majority of us are 100+ combat as that is the level required to be Knight Errant
Knights are those who leveled up in scape and are active on forums

We do require at least one post on our forums once a week, and to go to an event at least once every two weeks.

clan jaguar is looking to expand our membership
our cc is "jagz chat" but we mainly use teamspeak now
if you're interested in applying on our forums then you will be a trial member for like 2 weeks more or less
we're the 4th oldest clan now - we're stable and will continue on even if rs dies we'll keep our crew together
we pk at least once a week, rest of week is filled with random events
we don't define ourselves as pking/warring/skilling/pvm or any of that
we do whatever we feel like doing - sometimes it's castle wars sometimes it's sharing link to pornobloopers as i did this morning ROFL
we've kept together a large chunk of our members since classic days doing whatever we wanted - try trial program if you wanna get a feel and see if we're a good fit or not

make temp ladders that last for 1 or 2 weeks max
have it set that clan can war only the clan directly above them
declarations have 12 hour response time for acceptance otherwise other clan has automatic loss
if lose they drop 2 spots
fighting for top spot of war ladder - whoever loses goes to bottom of ladder
all the fights should be set by default dangerous and no returning all out f2p
i think if ladder lasts 1 or 2 weeks, it'll be easier to work with if clans who participate know there's a set time - after that time is done then you move on - maybe setup a new ladder

a large chunck of core members in clan jaguar joined and stayed with us from 2003 - i know the feeling of losing stuff like that - in my siggy is link to a video with a lot of classic pictures when i led clan jaguar - makes me sad seeing red party hat, santa cl, and green mask all gone to some random punk
as far as events are concerned clan jaguar is right up your ally we do all those events regularly
our clan chat is always occupied but thing we're enjoying the most is teamspeak
if you're willing to use teamspeak3, try to download it
clan jaguar is an extremely relaxed clan with requirements of 1 event every 14 days and 1 post every 7 days
being the 4th oldest clan we have a lot of retired members who enjoy playing games besides runescape - helping contribute to our community of online gamers
