Naturally members have far more granular progression at high levels so I think this offers the best possible player experience and most importantly its more fun due to all the choice at the high levels. MMG is in charge, so I'll accept his reasoning that it would be a bad idea to encourage free players to pursue level 99 at all. It's a valid point; while the intention is to reward those free players who have 99, it would also spur other free players to train for 99 when, honestly, they shouldn't.
