It's a spell called Monster Examine on the Lunar spell set. You gain access to it (the Lunar spell set) after Lunar Diplomacy and then get the Monster Examine spell along with some other new spells, after Dream Mentor. And go figure, the level 2 was in the game before the level 1... I finally found out how to make the ghost appear. It'll only transform if you're next to it and it's stationary, but not if you block it. Kind of hard... I went there to the Haunted Mine today for another try and ended up running around the ghosts, finally getting them to transform... Never trust anyone.
