This is slight guesswork but I heard that alot of people aren't selling 3a armour unless you buy their partyhat too etc. This is just what i gatheed from speaking to someone who wanted to buy third age legs to go with his outfit but was unable to buy unless he also bought other items (other 3a armour/partyhats as well). I know most players don't want straight cash, but more often another 3rd age item..
