Some ideas: Quest cape - A series of useful teleports to various quest locations such as piscatoris(sp?). Attack - For 15 seconds you cannot miss. Strength - For 15 seconds your max hit gets a 25% boost. Stacks. Defence - For 15 seconds you can't get hit by melee/range. Hitpoints - Cures poison, disease and a full heal. Range - For 15 sec, speed of attack doubles. Mage - For 2min, no runes are required. Things like that, useful fun stuff. Seems overpowered but with one activation per hour it is far from it. Some capes would have more of a passive ability, such as fires in firemaking could have same burn rates as lumbridge range and double burn time (since the uses of FM sucks, it really could use something big).
