I see a very significant increase of the consistency of my hits when i use a super attack potion, no matter where i am. However hits in runescape are never predictable, for instance sometimes i can take down a waterfiend in 4 or 5 hits but sometimes it takes in excess of 10. And i think attack+ does make a difference, it will make your hits more consistent the higher it is. Likewise the strength bonus increases your max hit the higher it is.
