Most (probably 99%+) users just want fast downstream and care very little about the upstream. If the ISP can get away without providing them with more upstream bandwidth, it will. For any changes to be made, extremely large percentages of their customer base would have to start asking for it and threatening to leave otherwise. Anyway I still went for the one I think is the best, the other one, Bell-Aliant, charges an arm, while Rogers, the one I'm with, has 10 times the speed for a bit less on the monthly payment, but has a limit. I've had few problems with Tiscali/Pipex and poor speed, unlike a lot of people. They've always given me fairly decent service too.
