f2p str pure stats

we in short right now I have a new account his stats are

 

Combat-21

attack-5

strength-38

hp-28

defense-1

prayer-1

magic-1

range-1

 

Mostly I want this to be a mellee account but I have thought about it being a range 2h-er.

 

 

But for now I was wondering when I should raise my attack to 10/20/30/40, or if I should raise it up right now?

i have a pure and im done with the melee part. I just did every 5 levels with attack and strength but once you get to 40 attack, you stop and go level strength... you need to balance to get good xp... otherwise right now you can hit high, but not accurately.
