I usually go for adamant full helm (elvemage represent), green dhide top + bottoms and snakeskin boots + cooking skill cape. rune xbow + steel bolts i own the pkers br0

I think by "loadout" he means general equipment you use. I had never heard the word before, either. The only definition I found of it was in urbandictionary.
