Very rare. It is ever so slightly different between elite and hard, but they are both so rare you are unlikely to notice the difference. I doubt I'd get away with giving you the exact numbers, but to give you an idea, the chance is in the 6 digits. Not quite confirmed, moreso estimated. I always wear a RoW when I do clues and I've never gotten an item worth more than 4.5M. 99 HP, Attack, Strength, Defence, Summoning, Ranged, Herblore, Prayer, Agility, Magic, Slayer, Fletching, Fishing, Woodcutting, Mining, and Thieving.
