If he encouraged him to try skilling, and skilling is less efficient, then he encouraged him to be less efficient. Hell, I could draw up a logic-based truth table or a derivation to prove it.
As for suggesting something. When you offer a suggestion to someone it does not necessarily mean you encourage or support the use of that suggestion, it means that you see nothing wrong with the use of that option. Therefore, when you offer less efficient methods, you agree (or SHOULD agree) that the use of less efficient methods is perfectly acceptable. (I guess this would depend on your definition of encourage.)
