That's a pretty large assumption there to be "a simple fact", especially if you actually read the notes of the reports that Symantec specifically requested not to be included in the analysis. In previous reports however, they have consistently performed at AV-comparative's Advanced or Advanced+ tiers. Before you jump the gun as to why Symantec opted out of the analysis, there are plenty of potential reasons, none of which conclusively state why it's not a good piece of software. Trend Micro has also historically been a fairly strong competitor, but has also opted out of recent analyses.
