You just have to wait a bit for all the content to be available. If you have 0% Morale, 100% Combat, and 100% Seafaring, your success rate will be 0% instead of 66%. The gap is negligible. Anything to narrow the status gap that Nex gear created is a good thing, IMO. The is barely a gap between gwd and nex armour now. The gap between GWD and Nex is 14% I wouldn't say that's ... barely. 14% isn't much when armour in general isn't that useful. Keep in mind also that nex armour degrades.
