Iron ore is about 250 gp each and you get 100-110 xp per ore worth in Artisan's, depending on whether you keep switching items or simply afk it. You can also fix pipes occasionally for xp. So at most, you would be spending 2.5 gp/xp on it, probably around 3.5M total cost. You could also make steel i in the workshop or superheat instead, but both of these methods would be a lot steeper in terms of cost vs the xp rate you would gain.
