I'd assume this was relating to the last quest this month - "Defender of Varrock". This may mean that the quest unlocks the dragon platebody, although I wouldn't get your hopes up. :-# Could the person wearing it be the woman in the heroes guild.. Camora? Arrov and Camora were a team... hmm. Labelling it as clan wars is odd though, perhaps it's simply a new arena teaser?
