I am unsure if a quest is needed to unlock this NPC other than Monkey Madness ofcourse. The NPC is a monkey named Dealga. A monkey speak amulet is not required to purchase the Dragon Scimitar. This is not included in the Monkey Madness tips&tricks on the website.
