    That makes sense - but I am the gold key owner, and it was within the last hour before build tick.

    So, about half an hour before build tick this morning, I went to add a combat statue to my Citadel and was told I don't have the rank to add this. ...I'm the leader - that should be all the rank I need. Has anyone else run into this? When is the absolute last moment we can add anything to the Citadel?
