As for your title, Jagex is always preparing for a new quest =D
What it might be, who knows.
True, but this is pre-preperation because they MIGHT be updating the game with characters and features for the new quest so that when the big update comes out it will not be as large.
Keep in mind, this is all a MAYBE!

what is their purpose then? Jagex must be hatching up a new quest or mini-game or something for them to have a use...

I don't know if anyone else has noticed but on the path to the Mind Altar from Falador there are a lot of new people with some weird names, there is also a random guard walking around there and some squirrels and raccoons...
I don't know about you guys, but this looks like a new quest to me... :D
