You should make a new account if you have 45 defence but haven't done any of the quests yet...

 

 

 

 

 

 

 

The point of creating a rune pure is having all of the strength-boosting equipment possible at a low combat level. Most of the equipment comes from quests like Recipe for Disaster - and by the time you have completed all of the quests you will have ~45 defence.
