I'm guessing that by that you mean, "I wish that Fletching was available on F2P worlds?" Either way, updates for F2P players is on the list of things not to suggest written by Jagex:

- Drop/use/make/bank/buy/sell all/X buttons or functions *

 

- Futuristic/Ninja/Samurai items/fighting styles/clothing/town *
