The only monsters that drop it are the Dagannoth Kings.

 

 

 

It generally sells for anything from 250-400k depending on how many are being sold at the time really.

 

 

 

It doesn't require a quest, but you do need access to Waterbirth Island if you want to go hunting for it yourself.

 

 

 

You need level 50 range to use it.
