I need 1 for using Zaspiel's method of mining.

Yes you can :). Go to the enchanted valley by using the fairy ring system (the code is BKQ, or 323), abnd you'll find a whistle spawn. It is quite close to the castle, if my memory serves me correctly.

 

 

 

Not sure if there are other ways of obtaining them after the quest, but this one worked for me.
