You can buy a blue skirt and hat at the clothing store in Varrock for 2 coins each and the blue wizards at the wizard tower south of draynor drop blue robes.

 

 

 

You can be stylin f2p-style for a grand total of 4 coins.

 

 

 

If you are ultra-lazy, offering 5k for the entire set at a bank should do the trick.

 

 

 

Trimmed robes are an entirely different story.
