I a membership a year or two ago then it expired before I could finish the quest.

 

 

 

Now I'm a Lvl 83 and I have a new membership.

 

 

 

I started all over again, once again for some reason the book doesn't work. I go to the gnome on the island and it doesn't work.

I tried the quest guide for Tip.It, it doesn't state anywhere how to make the translation book to work. I'v tried it a number of times and it still doesn't work.
