on the runescape forums they say its an scam item thats out of the game, its out of the game for a yea, so its a rare, jagex says not. but the disk of returning is out of the game to and its an rare

I think you can still buy them at the inn in Shilo. But they do nothing.

ya you can still get them in shilo village so thats why they aren't rare
