If I'm doing Bounty Hunter and hunting my target, can a Rogue come by and kill me if I'm not a rogue?

It's a free for all like old wilderness. It doesn't matter if you're a rogue or not, anyone is free game. The only thing that happens is the pathetic 180 second pickup penalty...
