I think it's some sort of cross-game chat function relating to Jagex games.

 

 

 

Also, did anyone notice, in the first update today (Mon 25th Feb), they mentioned the word 'FunOrb'. In the update after that, however, it seems to have been removed. Unless I'm not reading properly..
