ok just as ive started to use another task bar smartbar XP when ever im on my computer and push Windows + D to minize the windows the task bar is minimized aswell. This is happeneing even once ive uninstalled it.

Control Panel -> Taskbar & Start menu -> Uncheck Auto-hide taskbar? (or check it, click apply, uncheck, click apply.)
