Config file on desktop?

Well last night i went to bed and i guess the power went off during a storm when the power came back on in the morning I got and the computer and a new file (desktop.cfg) was on my desktop.

 

 

 

 

 

 

 

It looks like a hidden file (because its translucent) and when i open it has;

 

 

 

 

 

 

 

[LocalizedFileNames]

 

 

 

Windows Media Player.lnk=@C:\WINDOWS\inf\unregmp2[Caution: ExecutableFile],-4

 

 

 

 

 

 

 

I want to know if I can delete the file safely without messing anything else up.

Only looks like a link to a shortcut and since it is on the desktop it should be fine to delete it.
