From the garden to the dungeon without a dungeon hall?

I have lvl 68 construction, I am wondering if I can build a hall (quest or skill) in my basement under my garden, and create a dungeon entrance (using tea) to the hall.

 

Can I build this without a dungeon hall?

 

I really don't want to waste 325k and find that it wont work.
