I think you misunderstood my question. I was asking what should I MAKE to get lv 26 herb from lv 3 .

Oh really.

 

 

 

Attack Potions until you can do Strenght. Then Strenght till 26. Thats what i did

 

 

 

If you have Shades of Mortron quest, then do the serum potion as fast you can. The second (ashes) is really easy to obtain
