Mouses are Hardware. And thats like saying you cant use a faster computer because not everyone has as fast of a computer.

I dont know very much about the gaming mouse, but they only way I can see that it would be illeagal in RS is if it has an autofire feature. But I haven't heard of a mouse that does that.
