I'm sure the area where you find the statue in the desert is east of the Mining Camp, it's very easy to spot and can be found very close to the river flowing through the desert, You should also see a Non Playing Character (NPC) there who you will have to talk to, so you can progress into the quest.

No, there is no NPC there waiting for you, in the guide it says go south to the wall of the Desert Mining Camp, but when you go east you end up just above Pollnivneach.

exactly, you have to go north of it along the water, and the NPC only comes after you dig up the statue.
