You made two questions. I'll make you two answers:

 

1st: You don't need to be behind a fence in order to gain ranging experience.

 

2nd: Yes, the extra HP that you gain from training combat, really helps alot. It's a common mistake that many pures train their combat skills in Soul Wars, thus being lower hp and getting owned in pvp
