I have loitered around my house the past few days (as I have been doing for the entirety of SH) waiting for construction stones to drop. Apparently, Jagex has removed this spawn. According to player reports, you now have to build things in order to get the rocks. It seems you can no longer simply be present in your house making tabs, cooking, scratching your itches, etc.

 

 

EDIT - I finally found this thread which has the official word from Jagex: 164-165-906-61439342

 

So I suppose I've answered my own question and this post is now just an FYI. Mea culpa. :oops:
