Okay, so, for a while now I've been having bad lag spikes on Runescape, I have no idea what's causing them. I thought it was something I downloaded, so I removed some un-needed programs. Nothing happened. I also did other things people said to do. Nothing, I've explained it all on two videos descriptions, please watch and try to help. :/

During the second video, skip ahead a little bit, and you'll see my problem. During both vids, every setting was exactly the same.
