If you happen to log out or disconnect during The Prisoner of Glouphrie, you will eventually end up by the bank in Lletya without Golrie being there. The only way to keep going with the quest from this point is to squeeze thruogh the fence outside the bank, and I had to browse the RuneScape forums to find out that. Perhaps you should ad a sidenote in the quest guide after step 16 something like this:

 

Sidenote: If you happen to log out or disconnect during this part of the quest you will eventually end up by the bank in Lletya. In that case, just squeeze through the fence just outside the bank and walk over to the rope by the sturdy tree and climb it.
