Since the PVP update to the Wilderness, the Frozen Fortress can now be accessed from the west via the Mahjarrat Ritual Burial site. Just travel east from where the canoe drops you off to arrive at the fortress entrance.

I will look into this shortly and give credit when confirmed!

Ok I confirmed that indeed you can use the canoe located here: http://www.tip.it/runescape/index.php?page=snow_region_map.htm to access the fortress.

 

I do have a question though, do you know the requirements to gain access to that canoe ie quests etc?

Thanks for your submission! I have confirmed this and made the appropriate changes to the quest guide. The canoe is made during the Tale of the Muspah quest, which is a prerequisite for a prerequisite of Temple at Senntisten. I've credited you in the quest guide - thanks again for contributing!
