My old fishing plan (mainly for myself but use if you want), it covers from level 1, I'm level 57 at the moment.

 

Needed: 1000 urns, 35K feathers, fly fishing rod, crayfish cage, small fishing net.

 

Levels 1-5:

Fish 37 crayfish (5 minutes)

 

Levels 5-13:

Fish 64 sardines (8 minutes) [Yes it does hit 13 before all 64, that's supposed to happen]

 

Levels 13-20:

Complete the 'Fishing Contest' quest (10 minutes)

 

Levels 20-29

Complete the 'Sea Slug' quest (10 minutes)

[Requires 30 firemaking]

 

Levels 29-70

Fly fishing at Rasalo's fishing spot

You need 725,682 experience. 

This is about 14 hours. 

Requires: 1 fly fishing rod, 35K feathers

 

Levels 70-80

Same as before. Using the remaining 20-something thousand feathers, get 80 fishing. This is about 20 hours.

 

Levels 80-11M

112,675 Leaping sturgeon. This is 100 hours.

 

11M-12M

Exp gained from effigies.

12M-99

Exp from dungeoneering.

 

Total time: 135 hours of fishing/opening effigies to 12M exp. Unknown dung fishing.

 

135 hours = 5 days 15 hours.

 

W/o effigies and dung fishing you need another 2M exp, which is another 22 hours, for a total of 6 days and 13 hours, or 157 hours 1-99 fishing.
