I've gone ahead and added the drop, initially as unconfirmed, because this is supposed to be a reward from the Halloween event, but you've gotten it as a drop from spectres. It could be a bug on Jagex's part, or intentional. I'm not sure. Regardless of it being a bug or not, you've been credited.
