Now that they've changed them, do I have to "set" my pendant to a skill before I can get another from SoF?

No. You don't need to charge to get another (so yes to the question in the title).

Unless you mean setting it to a skill for which you already have a pendant, in which case you need to destroy that pendant before you can choose the skill again.
