A friend and I were testing this out, and it seems:

 

-To have your private chat be open to everyone, you need online status set to friends only

-To have your private chat be open to only friends, you need to set online status to online.

 

In other words, they're switched. Can anyone confirm this bug, or is it just a few accounts?
