I think recovering a locked account is for an account that you can completly no longer log into, including out of game. For this option your request is an e-mail or something like that i believe.

 

 

 

 

 

 

 

Appealing ban is almost the same except you can log in to still use the message center.

 

 

 

 

 

 

 

If there are any other difference maybe someone else could state them?
